Louisville Water Company is requesting Bids for unit prices to furnish all necessary equipment, tools, and labor to pinpoint and repair portions of the Louisville Water Company System. Facilities shall include but not be limited to water mains, valves, domestic services, fire services, and fire hydrants.
A pre-bid meeting to discuss the Project will be held on Tuesday, September 22, 2026 at 10:00 a.m. EST/EDT. via Teams. The teams call in number will be provided in Addendum to follow. Attendance at this meeting is strongly recommended.
Questions or inquiries relating to this project must be submitted through the Louisville Water (LW) Company web-based portal by the date and time indicated for this bid on the bid portal.
This contract will be utilized on an as-needed basis, with the contract value based on the unit price bids, therefore no estimated contract amount is provided. The scope of each individual project assignment with determine the cost range for that assignment.
A Bid Bond will not be required. Payment and Performance Bonds are required for all particular assignments/projects under this Master Agreement when the assignment/project plus any LW supplied materials is fairly estimated to cost more than $250,000.
Bids will only be accepted from Bidders who have been pre-qualified by the Company in the pre-qualification category or categories that apply to this Bid. This Bid requires prequalification in 1” and Smaller Water Services, AND, 1 ½” and Larger Water Services, AND, 4-16 inch PVC Water mains, AND, 4-16 inch Ductile Iron Water Mains with a bid limit greater than $500,000. Award of the Contract may be to multiple contractors. The Company will award the Contract to the Bidder(s) presenting Bid(s) that is responsive to the Specifications, is in substantial compliance with the Contract requirements, and presents the lowest and best price for performing the Work. The Company may accept the Bid that the Company determines is in the Company’s best interest, which may not necessarily be the least expensive Bid. Subsequent to the Award of the Contract, the Company shall assign Work to perform specific projects/activities in an Assignment. The parameters used by the Company for the selection of the contractor to perform the Project/Assignment may include, but not be limited to: Contractor’s qualifications, the contractor’s proximity to job location, or ability to mobilize quickly, the contractor’s unit price entries, itemized cost proposal, and the contractor’s availability to perform the specified work. Project / Assignment from the contract shall be awarded at Company’s sole discretion that the Company determines is in the Company’s best interest, which may not necessarily be the lowest cost.

Sealed Bids shall be accepted by Louisville Water Company until 11:00 a.m. Eastern Time on the Bid Submittal Due Date cited above. Louisville Water is using a web-based portal for accepting and evaluating bid proposals digitally at https://louisvillewater.bonfirehub.com/portal/ for this Invitation to Bid. Documents may be uploaded at any time during the open period indicated for each bid. All bids received by the bid submittal date and time, will be unsealed electronically and publicly read via a conference call. You may access the public reading by calling 502-709-7361, Conference ID: 317 611 769# at the date and time of the Bid Submittal Due Date for this Bid.

The Company reserves the right to reject Bids from Bidders not pre-qualified; the right to disqualify Bids deemed to be defective and/or non-responsive; the right to waive defects in Bids where the Company determines that such defects are immaterial; and the right to reject any or all Bids deemed not to be in the best interest of the Company.
