Sealed Bids addressed to the Louisville and Jefferson County Metropolitan Sewer District, 700 West Liberty St., Louisville, Kentucky 40203 for the construction of DRGWQTC RAS Pump Nos. 2 and 3 Replacement Contract No. 16901, Budget ID No. 021230, Drawing Record No. I Sheet No. 1-22, will be received at the office of MSD until 10:00 AM, Local Time, Tuesday, August 23, 2022, and will be publicly opened and read at that place and time. The public may attend the bid opening via In Person Only.

Description and location of Project: The DRGWQTC RAS Pump Nos. 2 and 3 Replacement project includes: Removal and replacement of the existing RAS Pump Nos. 2 and 3 and the associated piping, valves, drains, motors with concrete pad, electrical and controls, and concrete pump pedestals. Also, repair of a concrete support beam and MCC replacement are included in the project. The project is located at the Derek R. Guthrie Water Quality Treatment Center (DRGWQTC) at 11601 Lower River Road, Louisville, Kentucky 40272. All work shall be done in accordance to MSD’s Standard Specifications .

There will be a Non Mandatory pre-bid meeting held for this project. The Pre-Bid Meeting will be held at the DRGWQTC Administration Building on Thursday, July 21, 2022 at 9:00 AM local time. The address is 11601 Lower River Road. All visitors will be required to furnish their own PPE to visit the site. A face mask must also be worn when inside buildings or if 6 feet separation cannot be maintained when outside during the site visit.

The Engineer’s Construction Cost Estimate for this project is between $4,000,000.00 and $5,000,000.00 .

The Mike Merrill site is located at 1846 Little Lick Fork Road, East Point in Johnson County, KY, 41612. GPS coordinates at the Merrill site are 37° 45’ 11.308″N, 82° 50’ 3.785″W. The Lee Roy Brown site is located at 1588 Little Lick Fork Road, East Point in Johnson County, KY. GPS coordinates at the Brown site are 37° 45’ 17.985″N, 82° 49’ 51.193″W. On or about May 9, 2022, a rain event caused damage to existing AML installed features at these two locations.
At the Merrill site, excessive runoff bypassed the established drainage channel upstream of the work previously completed under the Mike Merrill Drainage SP AMLRP allowing the increased flow to damage the Class II ditch approximately 75 feet from the main drainage channel. The flow dislodged the Class II aggregate exposing bare earth beneath. Flow along this ditch also caused sediment to occlude the subdrain aggregate preventing infiltration. Flow along the main drainage channel eroded the channel leaving unstable sides. Downstream of the cyclopean aggregate adjacent to Little Lick Fork Road, sediment filled the previously installed gabion weir and Class II aggregate used to armor stream channels was carried and deposited at the creek channel junction. To address these issues, the stream channel above Mr. Merrill’s yard will be shaped to prevent further flow leaving the established drainage channel and armored with Cyclopean Rip Rap stone and Class III stone installed as a buttress in areas where the slope above cannot be shaped to a stable configuration. The damaged section of Class II ditch will be reshaped using the existing aggregate and additional aggregate will be added as necessary. The occluded subdrain aggregate will be removed and replaced with clean aggregate. The gabion weir at the bottom of the slope (adjacent to Little Lick Fork Road) will have accumulated sediment removed and transported to the waste area and placed in a de-watering cell. Damage areas of the Class II ditch below the weir will be reshaped and armored using existing Class II aggregate that has been deposited adjacent to the creek during the rain event.
At the Brown site, erosion from the areas upstream of the gabion ditch flowed along a 9 foot wide gabion ditch and material was deposited at the inlet headwall of a culvert at the bottom of the slope as well as around the immediate vicinity including Mr. Brown’s carport and yard. The gabion ditch was also damaged and some of the aggregate was eroded from the mattress baskets. To address these issues, a gabion weir will be installed at the top of the gabion ditch above Mr. Brown’s residence. The existing damaged gabions will be repaired by adding additional Class II to fill the cells and a new top will be installed on the baskets. Material deposited at the inlet of the culvert immediately behind Mr. Brown’s carport as well as in the adjacent yard areas will be removed.
All material removed from the sites will be transported to the designated waste area. All disturbed areas under this project will be revegetated using standard AML practices. A structure removal/replacement and Utility Relocation/Replacement bid items are included on this project for use in the event utility lines are encountered and damaged, structures need to be temporarily moved at the Brown site and as directed by the engineer. This project will not address underground mine openings. No trees will be disturbed outside of the unstable landslide area. All areas disturbed by this project will be revegetated by means of standard AML revegetation practices. Sediment control will be provided by installation of silt checks or silt traps downstream/downslope of the work area.

The Eddie Prater site is located at 565 Roanne Road in Salyersville, KY, 41465. Eddie’s slide is located at coordinates Lat 37°36 ‘ 49.18″, Long 83° 02’ 15.48″. On November 12, 2021 a portion of the hillside at Eddie Prater’s residence became unstable and slid down the hill side. The slide area is approximately 250 feet by 141 feet. Eddie Prater is concerned about the slide moving and the trees falling on his outside building. Also, he is concerned about the safety of the county road above the slide blocking the home on the hill, if the slide is not addressed.
To address this concern, the slide area will be stripped to bedrock to remove the threat of more sliding. Once the two outside buildings are moved closer to the cabin above the side area. All excavated earthen material will be placed in an offsite waste area (abandoned sediment pond.) A temporary low water crossing will be installed on the property, to access the slide as shown on the plan view. Sub drains will be constructed along the two coal seams and extended to the creek to drain the water off the slide area and Eddie’s property. Work will be done on the Roanne Road going off on to Roanne Spur Road to allow for the trucks to turn around as shown on the plan view. Roanne Spur Road will be used to access the slide area from the top. Roanne Spur Road will be moved back on to solid rock, due to the slide area under cutting it. Guard railing and guard lagging will be used to stabilize Roanne Spur Road and protect the landowner.
The cost estimate for this work includes plan quantity for the earthwork and additional items for site prep, revegetation, and roadway stone for the county roads included in the cost estimate. In total, the project area encompasses approximately 2.0 acres behind the house of Eddie Prater as marked on the plans. All trees and root balls will be burned on Eddie Prater’s property.
This project will directly disturb the stream, but no permit is needed for temporary low water crossing to access the slide. This project will not address underground mine openings. Trees (1.0 acre) will be disturbed outside of the unstable landslide area; Bat Fund Mitigation will be utilized for this project. All areas disturbed by this project will be revegetated by means of the Standard AML Reclamation Seed Mixture. Cover crop is also provided in order to provide quick vegetative cover on any disturbed areas that will go undisturbed for at least two weeks, but not be ready for application of permanent revegetation. Sediment control will be provided by silt fences or straw bales along the Creek bank and other areas as needed.
